Foreign Office, July 26, 1910. I AM directed by Secretary Sir Edward Grey to transmit to you, to be laid before the Secretary of State for India, the accompanying copy of a telegram which has been received from His Majesty's chargé d'affaires at Peking, reporting un arrangement which His Majesty's consul-general at Yunnan has come to with the Chinese Provincial Viceroy in regard to the construction of the Bhamo-Tengyuch Railway.
Mr. O'Brien-Butler appears to have somewhat exceeded his instructions, which were merely to discuss the matter and to endeavour to induce the Viceroy to accept. the principle of the joint railway. Sir E. Grey would, however, be glad to be furnished with any observations which Lord Morley may have to offer upon the agreement arrived at between Mr. O'Brien-Butler and his Excellency.
